The Landlord Electrical Safety Certificate — What You Need to Know
Since 1 July 2020, all private landlords in England are legally required to have the electrical installation in their rental properties inspected and tested by a qualified person at least every 5 years. The resulting Electrical Safety Certificate — formally an Electrical Installation Condition Report (EICR) — must be provided to tenants before or at the start of a tenancy, and to the local authority within 7 days of request.

Why Landlord Electrical Safety Certificates Must Be Done Correctly
A non-compliant EICR or one issued by an unqualified contractor exposes you to significant legal and financial risk.
Legal Obligation
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require EICRs by a "qualified and competent person". NICEIC approval is the recognised standard. A certificate from an unregistered contractor may not satisfy the regulation.

Local authorities can impose financial penalties of up to £30,000 for landlords in breach of the electrical safety regulations. Non-compliance with remedial notices can also result in rent repayment orders affecting up to 12 months of rent.

Yes. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 make it a legal requirement for all private landlords to have the electrical installation in their rental properties inspected and tested at least every 5 years, and to provide tenants with a copy of the resulting report.

You must arrange for any C1 or C2 defects to be repaired within 28 days (or a shorter period if specified in the report for dangerous C1 faults). Once remedial works are completed, a new inspection confirms the installation is satisfactory and a compliant certificate can be issued. You must provide written confirmation of completed works to the tenant and, on request, to the local authority.
Tenants are legally obliged to allow access for electrical inspections with appropriate notice (typically 24 hours). If a tenant refuses access, landlords must be able to demonstrate they took all reasonable steps to comply. We advise on the correct approach and can contact tenants directly to arrange access on your behalf.
Local authorities can impose a financial penalty of up to £30,000 per breach of the electrical safety regulations. They can also serve remedial notices requiring the landlord to rectify any identified defects — failure to comply may result in the local authority arranging the works and recovering costs from the landlord.
Not necessarily — if your existing certificate is less than 5 years old, it remains valid for new tenancies during that period. You must provide the existing certificate to new tenants. A new inspection is only required when the existing certificate expires (5 years from the date of inspection), or if the installation has been significantly altered.
